จากการหารือเมื่อวันที่ ๒๒ เดือนพฤศจิกายน พุทธศักราช ๒๕๕๒ ในงานเทศกาลดูนกในเมืองไทยครั้งที่ ๙ ที่จังหวัดสมุทรปราการ ประเทศไทย สมาคมอนุรักษ์นกและธรรมชาติแห่งประเทศไทย สมาพันธ์นกป่าจีน (Chinese Wild Bird Federation) สมาคมธรรมชาติมาเลเชีย (Malaysian Nature Society) สมาคมธรรมชาติแห่งสิงคโปร์ (Nature Society of Singapore) ชมรมนกป่าแห่งฟิลิปปินส์ (Wild Bird Club of the Philippines) และสมาคมนกป่าแห่งไทเป (Wild Bird Society of Taipei) ซึ่งต่อไปจะเรียกว่าองค์กรผู้ก่อตั้ง ได้ตกลงในหลักการให้ก่อตั้ง สนับสนุน และส่งเสริมงานแสดงนกเอเชีย (Asian Bird Fair) ขึ้นเป็นงานประจำปี
งานแสดงนกเอเชียจะกระตุ้นส่งเสริมมิตรภาพ ความร่วมมือร่วมใจ และการแลกเปลี่ยนประสบการณ์และการปฏิบัติที่ดีระหว่างกลุ่มองค์กรที่ทำงานด้านนกในทวีปเอเชีย เสริมสร้างการดูนกให้เป็นกิจกรรมท่องเที่ยวเชิงนิเวศ ส่งเสริมทำให้เทศกาลดูนก (bird festivals) งานแสดงนก (bird fairs) และการแข่งขันนับนก (bird races) ในภูมิภาคนี้เป็นกิจกรรมที่โดดเด่น และส่งเสริมเมืองและประเทศที่เป็นเจ้าภาพ รวมทั้งความงดงามตามธรรมชาติ กิจกรรมผจญภัยเชิงนิเวศ และมรดกทางวัฒนธรรมของพวกเขา
งานแสดงนกเอเชียจะจัดขึ้นเป็นประจำทุกปีในเมืองต่างๆ โดยมีชมรมหรือสมาคมนกเป็นเจ้าภาพและจัดขึ้นพร้อมกับงานแสดงหรือเทศกาลนกของชมรมหรือสมาคมนั้น ในกรณีที่ทำได้ องค์กรเจ้าภาพจะมองหาและนำประเด็นการทำงานหนึ่งใดขึ้นมาพิจารณาและขอให้องค์กรที่เข้าร่วมสนับสนุน
ในการเข้ารับเลือกเป็นผู้จัดงาน องค์กรที่จะเป็นเจ้าภาพต้องสามารถบรรลุเงื่อนไขขั้นต่ำดังนี้
◘ ต้องสามารถจัดบริการรับส่งผู้เข้าร่วมงานระหว่างสนามบินกับสถานที่จัดงานทั้งขาไปและขากลับ
◘ ต้องจัดที่พักและอาหารให้ผู้เข้าร่วมอย่างน้อยสองคนต่อองค์กรนกที่เข้าได้รับเชิญ
◘ ต้องจัดบริเวณตั้งแสดงในงานให้แต่ละองค์กรนกที่เข้าร่วม
◘ ต้องจัดรายการดูนกหลังงานที่ผู้เข้าร่วมอาจเลือกไปร่วมได้
นอกจากนั้น เจ้าภาพควรต้องทำสิ่งต่อไปนี้ตามที่เป็นไปได้
◘ ทำงานร่วมกับรัฐบาลท้องถิ่นในการจัดงาน
◘ โฆษณาประชาสัมพันธ์งาน
เจ้าภาพควรคาดหวังและกระตุ้นส่งเสริมองค์กรผู้ก่อตั้งทั้งหมดให้เข้าร่วมงานแสดงนี้ และเชิญองค์กรนกอื่นๆในทวีปเอเชียมาร่วมงานนี้ด้วย
